SECTION 1. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Health for the period upon passage, and ending June 30, 2026........................... $ 4,000,000.00.

This additional appropriation is for the purpose of matching federal funds at the Local Governments and Rural Water Systems Improvements Board.

SECTION 2. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Archives and History for the period upon passage, and ending June 30, 2026............... $ 146,108.00.

This additional appropriation is for the purpose of defraying operational expenditures.

SECTION 3. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Grand Gulf Military Monument Commission for the period upon passage, and ending June 30, 2026....................... $ 12,176.00.

This additional appropriation is for the purpose of defraying operational expenditures.

SECTION 4. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Environmental Quality for the period upon passage, and ending June 30, 2026............... $ 3,388,286.00.

This additional appropriation is for the purpose of matching federal funds for the Clean Water Grant.

SECTION 5. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Wildlife, Fisheries, and Parks for the period upon passage, and ending June 30, 2026... $ 1,941,952.00.

This additional appropriation is for the purpose of funding the career ladder and rank classifications for all Law Enforcement positions. No funds shall be used for escalations or increases in the Lt. Colonel or Colonel classification ranks.

SECTION 6. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Mississippi Department of Wildlife, Fisheries, and Parks and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Wildlife, Fisheries, and Parks for the period beginning upon passage, and ending June 30, 2026................

This additional appropriation is for the purpose of recruiting, equipping, and training qualified law enforcement cadets.

SECTION 7. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Office of Capital Post Conviction Counsel and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Office of Capital Post Conviction Counsel for the period beginning upon passage, and ending June 30, 2026....................... $ 215,000.00.

This additional appropriation is for the purpose of defraying operational expenses.

SECTION 8. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Office of the Attorney General for the period upon passage, and ending June 30, 2026............... $ 500,000.00.

This additional appropriation is for the purpose of providing funding to a nationally recognized non-profit organization with a proven track record of serving as a partner with Local Educational Agencies (LEAs) by providing students in grades 6-12 with financial literacy and workforce readiness curriculum and programming in support of Mississippi schools. This curriculum may be taught by volunteer teachers as described under Section 37-7-301 (rr).

SECTION 9. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Fire Academy for the period upon passage, and ending June 30, 2026.......................................................

This additional appropriation is for the purpose of defraying operational expenses.

SECTION 10. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Human Services for the period upon passage, and ending June 30, 2026............... $ 1,750,000.00.

This additional appropriation is for the purpose of defraying operational expenditures.

SECTION 11. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Rehabilitation Services for the period upon passage, and ending June 30, 2026.......... $ 1,649,833.00.

This additional appropriation is for the purpose of providing increases for Personal Care Attendants and for providing matching funds for federal grants.

SECTION 12. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Mississippi Department of Rehabilitation Services and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Department of Rehabilitation Services for the period beginning upon passage, and ending June 30, 2026 $ 5,685,416.00.

This additional appropriation is for the purpose of providing increases for Personal Care Attendants and for providing additional operational expenditures associated with federal grant programs.

SECTION 13. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Soil and Water Conservation Commission and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Soil and Water Conservation Commission for the period beginning upon passage, and ending June 30, 2026..................................................

This additional appropriation is for the purpose of providing funding for planning, design, and construction services associated with federal grant agreements.

SECTION 14. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Supreme Court Continuing Legal Education and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Supreme Court Continuing Legal Education for the period beginning upon passage, and ending June 30, 2026.......................... $ 68,650.00.

This additional appropriation is for the purpose of defraying operational expenses of the Continuing Legal Education Program.

SECTION 15. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Corrections for the period beginning July 1, 2024, and ending June 30, 2025........................... $ 4,314,425.00.

This additional appropriation is for the purpose of defraying expenses of the medical program.

SECTION 16. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Child Protection Services for the period beginning upon passage, and ending June 30, 2026............... $ 4,497,176.00.

This additional appropriation is for the purpose of defraying out-of-state therapeutic placement expenditures.

SECTION 17. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Child Protection Services for the period beginning upon passage, and ending June 30, 2026............... $ 3,339,144.00.

This additional appropriation is for the purpose of defraying salary and operational expenditures due to the increased number of children in custody and in-home cases.

SECTION 18. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Child Protection Services for the period beginning upon passage, and ending June 30, 2026............... $ 3,988,367.00.

This additional appropriation is for the purpose of defraying temporary placement expenditures.

SECTION 19. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Joint Legislative Code Committee for the period beginning July 1, 2024, and ending June 30, 2025................. $ 4,271.00.

This additional appropriation is for the purpose of defraying operational expenses.

SECTION 20. This act shall take effect and be in force from and after its passage.
