A CONCURRENT RESOLUTION URGING THE FEDERAL ENERGY REGULATORY COMMISSION TO EXTEND THE AUTHORIZATION FOR THE GULF LNG LIQUEFACTION PROJECT.
WHEREAS, the existing Gulf LNG Terminal is fully operational and employs 22 people, and it is located on the Port of Pascagoula next door to the Chevron refinery; and
WHEREAS, Gulf LNG and Gulf Liquefaction are companies that are owned by a holding company that is owned by Kinder Morgan, Thunderbird, Zenith and Chatham; and
WHEREAS, the existing Gulf LNG Terminal was placed in service in October 2011, at the time the industry was turning away from the utilization of LNG imports; and
WHEREAS, Gulf LNG and Gulf Liquefaction filed for an export project at the Federal Energy Regulatory Commission (FERC) in 2015, and they have been in discussion with various off-takers but have yet to sign any meaningful contracts with counterparties to use the facility and thus have been unable to take FID; and
WHEREAS, the Gulf LNG Liquefaction Project will enjoy many advantages as a brownfield development, including the ability to use significant existing infrastructure, the typical construction risks are significantly minimized, the successful track record with environmental permitting, the high confidence in terminal operations and the favorable building environment in the Gulf of Mexico; and
WHEREAS, the extension at the FERC is commensurate with what other proposed LNG projects have received from FERC, and Gulf LNG/GLLC already have their non-FTA DOE authorization that does not expire until 2026; and
WHEREAS, the extension of the Gulf LNG Liquefaction Project would have a tremendously positive impact on the State of Mississippi, and would be a huge economic boom for Jackson County, Mississippi:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we urge the Federal Energy Regulatory Commission to extend the authorization for the Gulf LNG Liquefaction Project.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the members of the Federal Energy Regulatory Commission, the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, each member of the Mississippi congressional delegation and to the members of the Capitol Press Corps.
