AN ACT MAKING AN APPROPRIATION TO THE MISSISSIPPI DEPARTMENT OF PUBLIC SAFETY FOR THE PURPOSE OF PURCHASING AND DELIVERING RAZOR WIRE FENCING TO THE APPROPRIATE AGENCY IN THE STATE OF TEXAS FOR USE IN DETERRING ILLEGAL BORDER CROSSINGS, FOR THE FISCAL YEAR 2025.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Mississippi Department of Public Safety for the purpose of purchasing and delivering "razor wire fencing" to the appropriate agency in the State of Texas for use in deterring illegal border crossings by migrants, for the fiscal year beginning July 1, 2024, and ending June 30, 2025 .......................................................$500,000.00 It is the intent of the Legislature to block the popular route taken by illegal migrants when entering the United States through East Texas, Louisiana and potentially into the State of Mississippi, which brings drug trafficking, human trafficking and the sex trade into our communities in Mississippi. The State of Mississippi desires to assist the State of Texas in their effort to replace any razor wire fencing removed by border agents who were granted the ability to do so under a recent United States Supreme Court ruling. As a condition for the receipt of these funds, the Department of Public Safety is authorized to enter into contracts or other necessary agreements for the proper delivery and use of the razor wire fencing.
SECTION 2. The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his or her warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.
SECTION 3. This act shall take effect and be in force from and after July 1, 2024.
