AN ACT TO AUTHORIZE THE BOARD OF SUPERVISORS OF HINDS COUNTY, MISSISSIPPI, TO ENTER INTO A LEASE AGREEMENT OR LEASE PURCHASE ARRANGEMENT FOR A TERM NOT TO EXCEED THIRTY YEARS FOR THE PURPOSE OF PROVIDING FUNDS TO ACQUIRE, MAINTAIN, CONSTRUCT OR EQUIP A LAW ENFORCEMENT AND PUBLIC SAFETY FACILITY OR JAIL FACILITY; TO PROVIDE THAT SUCH AGREEMENT OR ARRANGEMENT MAY INCLUDE, BUT IS NOT LIMITED TO, MAKING INFRASTRUCTURE IMPROVEMENTS AND ACCESS ROAD IMPROVEMENTS IN CONNECTION WITH AND A PART OF SUCH FACILITY; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  As used in this act, the following terms shall

have the following meanings unless a different meaning is clearly

indicated by the context in which they are used:

          (a)  "County" means Hinds County, Mississippi.

          (b)  "Governing authority" means the board of supervisors of Hinds County, Mississippi.

          (c)  "Project" means the acquisition, maintenance, construction or equipping of a public building or buildings and

related facilities for use as a law enforcement and public safety

facility or jail facility including, but not limited to, the

infrastructure improvements and access road improvements in

connection with and a part of such project under Chapter 8, Title 31, Section 1 et seq., Mississippi Code of 1972, as amended

from time to time to be located within Hinds County, Mississippi.

     SECTION 2.  For the purposes of providing funds to

acquire, maintain, construct or equip a public building or

buildings and related facilities for use as a law enforcement and

public safety facility or jail facility including, but not limited

to, making infrastructure improvements and access road

improvements in connection with and a part of the project, the

governing authority, is authorized and empowered, in its

discretion, to enter into a binding lease agreement, lease purchase agreement and ground lease related to such project for a term not to exceed thirty (30) years under which the county may agree to lease the project for use by the lessor.

     SECTION 3.  This act shall be deemed to be full and complete authority for the exercise of the powers granted under this act and shall not be in derogation of any existing law of this state, but shall be considered additional, supplemental and alternative to any other authority granted by law.

     SECTION 4.  This act shall take effect and be in force from and after its passage.
