AN ACT TO AUTHORIZE THE BOARD OF SUPERVISORS OF HINDS COUNTY, MISSISSIPPI, TO CREATE TWO NONPROFIT ORGANIZATIONS TO AID AND ASSIST WITH ECONOMIC DEVELOPMENT PROJECTS WITHIN THE COUNTY AND TO COORDINATE THE ECONOMIC DEVELOPMENT EFFORTS OF ALL MUNICIPALITIES WITHIN HINDS COUNTY; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:


     SECTION 1.  (1)  The Board of Supervisors of Hinds County, Mississippi, in its discretion, is authorized to create two (2) nonprofit organizations, one (1) to be organized under Section 501(c)(3) of the Internal Revenue Code and one (1) to be organized under Section 501(c)(6) of the Internal Revenue Code, both to be created for the purposes of aiding and assisting with economic development projects throughout Hinds County.

     (2)  The boards of directors of each nonprofit organization created under subsection (1) of this section shall consist of at least one (1) member from each of the five (5) supervisor districts of the county.  Each nonprofit organization shall operate in full compliance with all rules and regulations promulgated by the Department of Revenue, the Secretary of State, and the Internal Revenue Service as applied to the organization and operation of nonprofit organizations.

     (3)  Each nonprofit organization created under subsection (1) of this section shall cooperate and communicate with, and coordinate the economic development efforts of, the several municipalities in Hinds County, including, but not limited to, the Cities of Byram, Clinton and Jackson and the Towns of Bolton, Edwards and Utica.

     (4)  This section shall be repealed from and after July 1, 2027.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
