A RESOLUTION COMMENDING AND CONGRATULATING MISSISSIPPI INSURANCE DEPARTMENT EMPLOYEE NANCY CROSS FOR HER 63 YEARS OF SERVICE TO INSURANCE REGULATION UPON HER RECEIPT OF THE 2021 ROBERT DINEEN AWARD BY THE NATIONAL ASSOCIATION OF INSURANCE COMMISSIONERS (NAIC).

     WHEREAS, we join the Mississippi Department of Insurance in honoring Nancy Cross for outstanding service; and

     WHEREAS, the National Association of Insurance Commissioners (NAIC) has recognized Mississippi Insurance Department (MID) employee Nancy Cross for her 63 years of service to insurance regulation with its 2021 Robert Dineen Award.  Insurance Commissioner Mike Chaney nominated Nancy for the Dineen Award; and

     WHEREAS, Nancy joined MID in December of 1958 as the Administrative Assistant to the Deputy Commissioner.  She has served under four different insurance commissioners and has risen through the ranks to become the Statutory Compliance Director where she is responsible for issuing new and renewing licenses for insurance companies, health maintenance organizations, societies and associations doing business in the State of Mississippi; and

     WHEREAS, early in her career, Nancy was an initial member of the local chapter of the National Association of Insurance Women, which aimed to provide education to members working across various fields of the insurance industry, including underwriting, adjusting and customer service.  Nancy helped craft an insurance company licensing registration system for the department, which was designed to ensure all company licensing fees and applications were collected in an efficient and timely manner; and

     WHEREAS, this year Nancy was one of three recipients of the Robert Dineen Award which was established in June of 1989 for Outstanding Service and Contribution to the State Regulation of Insurance and named in honor of the founder of the NAIC's Support and Services Office; and

     WHEREAS, as part of our state-based system of insurance regulation in the United States, the National Association of Insurance Commissioners (NAIC) provides expertise, data and analysis for insurance commissioners to effectively regulate the industry and protect consumers.  The U.S. standard-setting organization is governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories.  Through the NAIC, state insurance regulators establish standards and best practices, conduct peer reviews and coordinate regulatory oversight.  NAIC staff supports these efforts and represents the collective views of state regulators domestically and internationally; and

     WHEREAS, it is with great pride that we recognize this dedicated public employee who has brought honor to her agency, her community and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Mississippi Insurance Department employee Nancy Cross for her 63 years of service to insurance regulation upon her receipt of the 2021 Robert Dineen Award by the National Association of Insurance Commissioners (NAIC) and extend to Nancy and her family our best wishes for future success.

     BE IT FURTHER RESOLVED, That this resolution be presented to Nancy Cross, forwarded to Mississippi Insurance Commissioner Mike Chaney, and made available to the Capitol Press Corps.
