COMMITTEE AMENDMENT NO 1 PROPOSED TO

AMEND by inserting the following new subsection (8) after line 115 and renumbering the succeeding subsection:
"(8)
From July 1, 2020, through June 30, 2022, the personnel actions of the State
Department of Health that are subject to the rules and regulations of the State
Personnel Board shall be exempt from the provisions of subsection (1) of this
section and from the State Personnel Board rules, regulations and procedures
during that period, and all employees of the department shall be classified as
nonstate service during that period. However, any employee hired from July 1, 2020, through June 30, 2020, by the
department shall meet the criteria of the State Personnel Board as it presently
exists for employment. The State Health Officer shall consult with the Office
of the Attorney General before taking personnel actions authorized by this
section to review those actions for compliance with applicable state and
federal law."
AMEND FURTHER on line 721 by inserting after "2020" the following: ", and shall stand repealed on June 30, 2020"
AMEND FURTHER the title after the semicolon on line 12 by inserting the following: "TO PROVIDE THAT FROM JULY 1, 2020, THROUGH JUNE 30, 2022, THE PERSONNEL ACTIONS OF THE STATE DEPARTMENT OF HEALTH SHALL BE EXEMPT FROM STATE PERSONNEL BOARD RULES, REGULATIONS AND PROCEDURES, AND ALL EMPLOYEES OF THE DEPARTMENT SHALL BE CLASSIFIED AS NONSTATE SERVICE DURING THAT PERIOD;"
