AMENDMENT NO 1 PROPOSED TO

AMEND by inserting the following language after line 65 as new Section 3 and renumbering the succeeding sections.

SECTION 3.  Notwithstanding any other provision of law to the contrary, at any election a qualified voter may vote by an absentee ballot for any reason.  The Secretary of State shall promulgate rules and regulations as necessary to implement the provisions of this section.

     Further, amend the title to conform.
