A CONCURRENT RESOLUTION COMMENDING THE PUBLIC SERVICE AND LEGACY OF LEADERSHIP OF HINDS COUNTY DISTRICT 3 SUPERVISOR PEGGY HOBSON CALHOUN, THE FIRST AND ONLY FEMALE ELECTED TO THE HINDS COUNTY BOARD OF SUPERVISORS, ON THE OCCASION OF HER RETIREMENT.

     WHEREAS, we join the citizens of Hinds County in commending the public service and lasting legacy of leadership of District 3, Hinds County Supervisor, Peggy Hobson Calhoun, who has declined to seek reelection; and

     WHEREAS, Peggy Culberson Hobson Calhoun was born in Noxapater, Mississippi, to Mr. and Mrs. Quincy Culberson.  She attended Sally Reynolds and Isabelle Elementary and Jim Hill High School.  Peggy graduated from Jackson State University with a Bachelor of Science Degree; and

     WHEREAS, Supervisor Calhoun is married to the Honorable Credell Calhoun, a member of the Mississippi House of Representatives, a business owner and Supervisor-Elect to the Hinds County Board of Supervisors.  Peggy has two children and two grandchildren.  Her spiritual growth is nurtured as a member of the Mt. Nebo Missionary "Baptist Church.  Mrs. Calhoun believes that the road to success is one with never-ending accomplishments; and

     WHEREAS, Peggy Hobson Calhoun became the first and only female elected to the Hinds County Board of Supervisors in 1992.  Twenty-seven years later, Peggy has decided to not seek reelection.  "It has been truly an honor to serve the citizens of Hinds County over the years," Calhoun said.  "I am extremely grateful to the voters of District 3 for their unwavering support and allowing me to serve seven terms"; and

     WHEREAS, as a member of the Hinds County Board of Supervisors, Supervisor Calhoun made decisions that directly impact economic development, public safety, infrastructure and the health and welfare of the citizens.  Peggy worked to increase the number of businesses and industries, helping to create more than 1,689 new jobs in addition to 14,710 existing jobs since 1992, with an overall economic impact of $430 Million Dollars; and

     WHEREAS, a few initiatives addressed during her tenure as Hinds County Supervisor include:  bolstering public services such as, a program for storm water management, recreation and infrastructure projects and the development of a tower communications' ordinance.  She was responsible for helping in 1993 to develop the Hinds County Comprehensive Plan, which served as a guide for economic and community development.  Over the years, she spearheaded the Hinds Parkway Segment 2 construction project to completion, a corridor that helps to spur retail, commercial and residential development for all of Hinds County.  She worked with Hinds Community College and state agencies to help secure financing for a comprehensive One-Stop Work Force Development Center that is slated to house training for career technical and support services.  She was responsible for the construction of a $975K Community Center, including a walking track in Southwest Jackson.  The Community Center's name is dedicated in her honor.  She invested over $6 million in street resurfacing projects in her district.  She was responsible for resurfacing walking tracks for Provine, Wingfield, Forrest Hill and Timberlawn Schools and in the Westside, Sykes, Jayne Avenue, and Flowers Drive Communities.  She also appropriated funds to resurface the parking lots for Sykes, Wilkins and Lake Elementary.  Supervisor Calhoun invested $860K for communities in her district that needed help with flooding and drainage problems.  She worked with Hinds Development Authority to recruit businesses for the creation of thousands of jobs with an overall economic impact of billions of dollars; and

     WHEREAS, in 2017, Supervisor Calhoun was the first African American female elected to serve as President of the Mississippi Association of Supervisors, an organization representing all 82 counties, and she serves on the Executive Board.  She is currently serving as the 2019 President of the Hinds County Board of Supervisors.  Additionally, because of her leadership in demonstrating courage and vision as an elected official, she has received many awards and certificates of recognition and appreciation for her services in government to the community; and

     WHEREAS, Supervisor Peggy Hobson Calhoun is a wonderful example of public servants, and it is with great pride that we commend her record of achievement and legacy of leadership and dedication to all citizens in Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend the public service and legacy of leadership of Hinds County District 3 Supervisor Peggy Hobson Calhoun, the first and only female elected to the Hinds County Board of Supervisors, on the occasion of her retirement and extend to her best wishes for success in her future endeavors.

     BE IT FURTHER RESOLVED, That this resolution be presented to Hinds County Supervisor Peggy Hobson Calhoun, forwarded to the Hinds County Board of Supervisors and be made available to the Capitol Press Corps.
