House Concurrent Resolution 17

A CONCURRENT RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO ENACT LEGISLATION ALLOWING INDIVIDUAL STATES TO ESTABLISH DAYLIGHT SAVING TIME AS THE STANDARD TIME IN THEIR RESPECTIVE STATES THROUGHOUT THE CALENDAR YEAR.

     WHEREAS, when Congress enacted The Emergency Daylight Saving Time Energy Conservation Act of 1973, it included in its findings and declarations of policy that "various studies of governmental and nongovernmental agencies indicate that year-round daylight saving time would produce an energy saving in electrical power consumption"; and

     WHEREAS, Congress also found and declared that "the use of year-round daylight saving time could have other beneficial effects on the public interest, including the reduction of crime, improved traffic safety, more daylight outdoor playtime for children and youth of our Nation, [and] greater utilization of parks and recreation areas"; and

     WHEREAS, Congress further found and declared that the use of year-round daylight saving time could result in "expanded economic opportunity through extension of daylight hours to peak shopping hours and through extension of domestic office hours to periods of greater overlap with the European Economic Community"; and

     WHEREAS, the principles listed above are still applicable to this day, and by allowing the individual states the choice to establish daylight saving time as the standard time, today's Congress will allow such states to enjoy the benefits that Congress found so compelling as to enshrine in law:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That the Legislature of the State of Mississippi does hereby urge the Congress of the United States to enact appropriate legislation to give individual states the option of establishing daylight saving time as the standard time in their respective states throughout the calendar year.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to every member of the Congress of the United States and to the presiding officers of each house of the state legislative bodies of the several states of the Union.
