AN ACT TO REQUIRE THE MISSISSIPPI DEPARTMENT OF HUMAN SERVICES TO DEVELOP AND PREPARE FINANCIAL REPORTS, IN ADDITION TO THE QUARTERLY REPORT REQUIRED BY LAW, THAT INCLUDE ALL DEPARTMENT EXPENDITURES MADE WITH FEDERAL AND STATE FUNDS; TO REQUIRE THAT THE FINANCIAL REPORT BE SUBMITTED ON A MONTHLY BASIS AND INCLUDE THE CURRENT MONTH'S EXPENDITURES, AN AGGREGATE OF EXPENDITURES MADE TO DATE FOR THE CURRENT REPORTING FISCAL YEAR AND AN ITEMIZATION OF CATEGORICAL SPENDING BY THE DEPARTMENT; TO REQUIRE THAT THE DEPARTMENT SUBMIT THE FINANCIAL REPORT TO THE STATE AUDITOR AND TO THE CHAIRMEN OF THE HOUSE PUBLIC HEALTH AND HUMAN SERVICES COMMITTEE AND JUDICIARY A COMMITTEE AND THE SENATE PUBLIC HEALTH AND WELFARE COMMITTEE AND JUDICIARY A COMMITTEE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  In addition to the report required to be provided to the Governor and to the Legislature under Section 43-1-5, the Mississippi Department of Human Services shall develop and prepare financial reports that include all department expenditures made with federal and state funds, and shall provide those reports to the Legislature and to the State Auditor in accordance with this section.

     (2)  The financial report shall be submitted on a monthly basis and include the current month's expenditures and an aggregate of expenditures made to date for the current reporting fiscal year.  The report shall, at a minimum, include an itemization of categorical spending by the department, except that salaries for all department personnel shall only be made available in the June monthly report.

     (3)  The financial report shall be submitted by the last official business day of each month to the State Auditor, who shall be authorized to inspect such expenditures at any time as he or she deems necessary, and to the Chairmen of the House Public Health and Human Services Committee and Judiciary A Committee and the Senate Public Health and Welfare Committee and Judiciary A Committee.

     (4)  The department may combine the report required under this section with the report required to be provided to the Governor and to the Legislature under Section 43-1-5.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2020.
