AMEND by inserting the following language before the word "Reverse" on line 77:  "The governing authority may designate the method by which the bids will be received, including, but not limited to, bids sealed in an envelope, bids received electronically in a secure system, bids received via a reverse auction, or bids received by any other method that promotes open competition and has been approved by the Office of Purchasing and Travel."

AMEND further on line 78 by inserting the words "for agencies" after the word "process".

AMEND further by striking the words "purchasing entity" on lines 79, 81-82, 86 and 87 and inserting in lieu thereof the word "agency".

AMEND further on line 93 by inserting the words "by any agency or governing authority" after the word "used".

AMEND title to conform.
