AMEND on line 232 after the period the following language:  "(6)  Any appeal of an order of the State Department of Health pertaining to health care certificate of need (CON) matters shall take preference over all other cases as a matter affecting the public interest, and the Court of Appeals and the Mississippi Supreme Court shall docket and dispose of CON matters at the earliest moment compatible with the ends of justice."
