AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING FOR THE PURPOSE OF PROVIDING FUNDS TO JACKSON STATE UNIVERSITY, ALCORN STATE UNIVERSITY AND MISSISSIPPI VALLEY STATE UNIVERSITY, IN ADDITION TO ALL OTHER FUNDS PROVIDED TO THOSE UNIVERSITIES BY THE BOARD OF TRUSTEES FROM OTHER APPROPRIATIONS MADE TO THE BOARD OF TRUSTEES, FOR THE FISCAL YEAR 2020.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Board of Trustees of State Institutions of Higher Learning for the purpose of providing funds to Jackson State University, Alcorn State University and Mississippi Valley State University, in addition to all other funds provided to those universities by the board of trustees from other appropriations made to the board of trustees, for the fiscal year beginning July 1, 2019, and ending June 30, 2020...

     SECTION 2.  The Board of Trustees of State Institutions of Higher Learning shall allocate the funds appropriated in Section 1 of this act among Jackson State University, Alcorn State University and Mississippi Valley State University based on the student enrollment and the needs of each university as recommended by the Mississippi Initiative on Historically Black Colleges and Universities created under House Bill No. 656, 2019 Regular Session.

     SECTION 3.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 4.  This act shall take effect and be in force from and after July 1, 2019.
