AMEND by inserting the following new paragraph (d) after line 43:

          "(d)  The replacement of state agency vehicles that are used to transport patients and/or clients with six (6) or more passengers for purposes of their treatment and services, upon demonstrating to the Bureau of Fleet Management a justifiable need to be excluded from the provisions of subsections (2) and (3) of this section."

     AMEND FURTHER the title on line 3 by deleting the word "EXEMPTIONS" and inserting the words "AN EXEMPTION FOR THE REPLACEMENT OF CERTAIN STATE AGENCY VEHICLES USED TO TRANSPORT PATIENTS AND/OR CLIENTS FOR PURPOSES OF THEIR TREATMENT AND SERVICES;"
