Senate Concurrent Resolution 514

A CONCURRENT RESOLUTION RECOGNIZING THE LEGACY OF LEADERSHIP AND PUBLIC SERVICE OF ALDERMAN RICHARD MINOR OF BYHALIA, MISSISSIPPI, AS HE RETIRES FROM OFFICE.

     WHEREAS, Byhalia Alderman Richard Minor has announced that he will not seek re-election.  He has been a wonderful example for public servants; and

     WHEREAS, Alderman Minor moved to Byhalia in 1981 when he and his wife, Susan, married and began the foundation of love for family and community.  After living in Byhalia for some time, he felt called to become involved in public service in 1997 while working a full-time job, raising a family, and maintaining an active role in Byhalia United Methodist Church where he is a member; and

     WHEREAS, Alderman Minor recently celebrated retirement after 31 years of dedicated service to Kroger Distribution Center where he was awarded several public safety driving awards and recognized for his outstanding commitment to provide community support; and

     WHEREAS, as Alderman, he has been an active member of the Mississippi Municipal League where he was awarded the title of Certified Municipal Official and Advanced Certified Municipal Official.  He has served the people of Byhalia by being a reasonable voice for every citizens' need and always making himself available to his community for over two decades; and

     WHEREAS, during his tenure, Byhalia has secured land for future recreational use, built a major bypass road, prepared for the future I-269 corridor through the heart of the town, and expanded natural gas service into Northwestern Marshall County that laid the groundwork for what has ultimately become one of the most thriving industrial areas in Northern Mississippi.  Byhalia and Northwestern Marshall County are set on a path to become a prime location for future residential, commercial, and industrial growth due to the preparation by the Town of Byhalia under his service and leadership; and

     WHEREAS, Alderman Minor has been happily married to his wife, Susan, for 36 years.  He takes great pride in his children, Air Force Technical Sergeant Chad Minor currently based in Clovis, New Mexico, and daughter, Mindy Minor Hale of Senatobia, Mississippi; and grandchildren, Selena Kate Minor and Brooks Hale; and

     WHEREAS, his legacy as Alderman will be that of a role model of fairness, honesty, and genuine love for the citizens of Byhalia and Marshall County.  His legacy will continue after his term as Alderman, husband, father, grandfather, and friend to everyone:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize the legacy of leadership and public service of Byhalia, Mississippi, Alderman Richard Minor as he retires from office, and extend to Richard and his family our best wishes for future success.

     BE IT FURTHER RESOLVED, That this resolution be presented to Alderman Richard Minor, forwarded to the Byhalia Board of Aldermen, and made available to the Capitol Press Corps.
