Senate Concurrent Resolution 577

A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING JIM MCINGVALE, DIRECTOR OF COMMUNICATIONS AND PUBLIC AFFAIRS AT INGALLS SHIPBUILDING IN PASCAGOULA, MISSISSIPPI, AS 2016-2017 CHAIRMAN OF THE MISSISSIPPI MANUFACTURERS ASSOCIATION.

     WHEREAS, Jim McIngvale, Director of Communications and Public Affairs at Ingalls Shipbuilding in Pascagoula, has been named the 2016-2017 Chairman of the Mississippi Manufacturers Association Board of Directors.  McIngvale has been associated with the field of public, governmental and community affairs for more than four decades.  He joined Ingalls in 1977 as a Photographer, and has advanced through positions of increasing responsibility.  He assumed his current duties at Ingalls in August 2016; and

     WHEREAS, McIngvale and his team are responsible for the messaging and image of Ingalls Shipbuilding, both inside the shipyard and in the communities that shipbuilders and their families call "home."  It manages all internal communications programs and initiatives, and coordinates external communications programs and initiatives with HII corporate communications.  It also manages audiovisual services, as well as all special events for the company's portfolio of shipbuilding and employee programs.  In addition, the organization leads and supports the company's relationships with state, local and regional governmental entities, its interface with community-based organizations, and its partnerships with regional business committees, councils and economic/community development organizations.  It also supports HII corporate-level communications and government affairs programs; and

     WHEREAS, active in Mississippi civic and community affairs, McIngvale serves on the Operating Board of the Mississippi Economic Council (MEC), is a graduate of Leadership Mississippi, and is a founding member and Chairman of MEC's Public Education Forum.  He represents Jackson County as a member of the Board of Trustees of Mississippi Gulf Coast Community College.  McIngvale is also a member of the Public Relations Association of Mississippi.  He was recently named to the "One Coast:  Outstanding Community Leader" Class of 2016; and

     WHEREAS, a Founding Member of The Mississippi Military Communities Council (MMCC), he served as the organization's Chairman from 1996-2004, and currently serves as the organization's Vice Chair.  MMCC was created by Gubernatorial Executive Order to advise executive and legislative officials on issues relating to growth and development of the various military installations and facilities in communities across the state; and

     WHEREAS, McIngvale is a 1976 graduate of The University of Mississippi.  He resides in Pascagoula with his wife, Nancy.  Their daughter, Brooke, works in Washington, D.C., as Marketing Manager for the publishing company MediaDC; and

     WHEREAS, it is with great pride that we pay tribute to this most public-spirited citizen of Mississippi whose enormous civic energy is a wonderful example for all in our state:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate Jim McIngvale, Director of Communications and Public Affairs at Ingalls Shipbuilding in Pascagoula, Mississippi, as 2016-2017 Chairman of the Mississippi Manufacturers Association, and extend our best wishes to Jim and his family on this high honor.

     BE IT FURTHER RESOLVED, That this resolution be presented to Jim McIngvale, forwarded to the Executive Director of the Mississippi Manufacturers Association, and made available to the Capitol Press Corps.
