AN ACT TO ABOLISH CERTAIN INACTIVE BOARDS, COMMISSIONS, COUNCILS, COMMITTEES, AUTHORITIES, TASK FORCES AND PANELS; TO REPEAL SECTION 23-15-169.6, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE TASK FORCE TO STUDY VOTING SYSTEMS THAT COMPLY WITH THE HELP AMERICA VOTE ACT OF 2002; TO REPEAL SECTION 27-104-8, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE COMMISSION ON PUBLIC PROCUREMENT CODES; TO REPEAL SECTION 31-29-27, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE INSTITUTE FOR TECHNOLOGY DEVELOPMENT OVERSIGHT COMMITTEE; TO REPEAL SECTION 41-30-39, MISSISSIPPI CODE OF 1972, WHICH PRESCRIBES THE DUTIES OF THE ADVISORY COMMITTEE ON ALCOHOL ABUSE AND ALCOHOLISM OF THE ADVISORY COUNCIL ON COMPREHENSIVE HEALTH PLANNING OF THE OFFICE OF THE GOVERNOR; TO REPEAL SECTION 41-67-41, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE WASTEWATER ADVISORY COUNCIL; TO REPEAL SECTION 41-95-9, MISSISSIPPI CODE OF 1972, WHICH CREATES THE MISSISSIPPI HEALTH FINANCE AUTHORITY; TO REPEAL SECTION 41-95-7, MISSISSIPPI CODE OF 1972, WHICH PRESCRIBES THE DUTIES AND RESPONSIBILITIES OF THE MISSISSIPPI HEALTH FINANCE BOARD; TO REPEAL SECTIONS 41-105-1 AND 41-105-3, MISSISSIPPI CODE OF 1972, WHICH ESTABLISH AND PRESCRIBE DUTIES FOR THE HEALTHCARE COORDINATING COUNCIL; TO REPEAL SECTION 43-33-75, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE HOUSING TASK FORCE; TO REPEAL SECTION 45-23-7, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES A TECHNICAL ADVISORY COMMITTEE OF BOILER AND PRESSURE VESSEL SAFETY; TO REPEAL SECTION 49-31-41, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE TASK FORCE ON RECYCLING; TO REPEAL SECTION 57-1-3, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES AN ADVISORY COUNCIL TO THE DEPARTMENT OF ECONOMIC DEVELOPMENT; TO REPEAL SECTION 57-19-15, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE FOOD TECHNOLOGY ADVISORY BOARD; TO REPEAL SECTION 61-4-7, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE MISSISSIPPI WAYPORT AUTHORITY AND A MISSISSIPPI WAYPORT AUTHORITY ADVISORY COUNCIL; TO REPEAL SECTION 69-1-61, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE COUNCIL OF STATE AGENCIES ON AGRICULTURE; TO REPEAL SECTION 69-1-113, MISSISSIPPI CODE OF 1972, WHICH ESTABLISHES THE AGRICULTURAL MARKETING ADVISORY TASK FORCE; TO REPEAL SECTIONS 5-3-27, 5-3-29, 5-3-31, 45-19-51, 45-19-53, 45-19-55, 45-19-7, 45-19-59, 45-19-61, 45-19-63 AND 45-19-65, MISSISSIPPI CODE OF 1972, WHICH AUTHORIZE AN INVESTIGATION OF UN-AMERICAN ACTIVITIES IN THE STATE, EMPOWER THE SECRETARY OF STATE TO INVESTIGATE SUBVERSIVE GROUPS, EMPOWER THE SECRETARY OF STATE TO REQUIRE A LIST OF OFFICERS AND MEMBERS OF SUBVERSIVE GROUPS, PROVIDE A CRIMINAL PENALTY FOR FAILURE TO COMPLY, DIRECT DISTRICT ATTORNEYS TO ENFORCE THIS LAW AND DIRECT THE ATTORNEY GENERAL TO SEEK AN INJUNCTION TO DISSOLVE SUCH SUBVERSIVE GROUPS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Section 23-15-169.6, Mississippi Code of 1972, which establishes the task force to study voting systems that comply with the Help America Vote Act of 2002, is hereby repealed.

     SECTION 2.  Section 27-104-8, Mississippi Code of 1972, which establishes the Commission on Public Procurement Codes, is hereby repealed.

     SECTION 3.  Section 31-29-27, Mississippi Code of 1972, which establishes the Institute for Technology Development Oversight Committee, is hereby repealed.

     SECTION 4.  Section 41-30-39, Mississippi Code of 1972, which prescribes the duties of the Advisory Committee on Alcohol Abuse and Alcoholism of the Advisory Council on Comprehensive Health Planning of the Office of the Governor, is hereby repealed.

     SECTION 5.  Section 41-67-41, Mississippi Code of 1972, which establishes the Wastewater Advisory Council, is hereby repealed.

     SECTION 6.  Section 41-95-5, which creates the Mississippi Health Finance Authority, is hereby repealed.

     SECTION 7.  Section 41-95-7, which prescribes the duties and responsibilities of the Mississippi Health Finance Board, is hereby repealed.

     SECTION 8.  Sections 41-105-1 and 41-105-3, Mississippi Code of 1972, which establish and prescribe duties for the Healthcare Coordinating Council, are hereby repealed.

     SECTION 9.  Section 43-33-75, Mississippi Code of 1972, which establishes the Housing Task Force, is hereby repealed.

     SECTION 10.  Section 45-23-7, Mississippi Code of 1972, which establishes a Technical Advisory Committee of Boiler and Pressure Vessel Safety, is hereby repealed.

     SECTION 11.  Section 49-31-41, Mississippi Code of 1972, which establishes the task force on recycling, is hereby repealed.

     SECTION 12.  Section 57-1-3, Mississippi Code of 1972, which establishes an Advisory Council to the Department of Economic Development, is hereby repealed.

     SECTION 13.  Section 57-19-15, Mississippi Code of 1972, which establishes the Food Technology Advisory Board, is hereby repealed.

     SECTION 14.  Section 61-4-7, Mississippi Code of 1972, which establishes the Mississippi Wayport Authority and a Mississippi Wayport Authority Advisory Council, is hereby repealed.

     SECTION 15.  Section 69-1-61, Mississippi Code of 1972, which establishes the Council of State Agencies on Agriculture, is hereby repealed.

     SECTION 16.  Section 69-1-113, Mississippi Code of 1972, which establishes the Agricultural Marketing Advisory Task Force, is hereby repealed.

     SECTION 17.  Sections 5-3-27, 5-3-29, 5-3-31, 45-19-51, 45-19-53, 45-19-55, 45-19-7, 45-19-59, 45-19-61, 45-19-63 and 45-19-65, Mississippi Code of 1972, which authorize an investigation of un-American activities in the state, empower the Secretary of State to investigate subversive groups, empower the Secretary of State to require a list of officers and members of subversive groups, provide a criminal penalty for failure to comply, direct district attorneys to enforce this law and direct the Attorney General to seek an injunction to dissolve such subversive groups, are hereby repealed.

     SECTION 18.  This act shall take effect and be in force from and after July 1, 2017.
