AN ACT TO CREATE NEW SECTION 3-3-16.1, MISSISSIPPI CODE OF 1972, TO PROVIDE FOR AN OFFICIAL BICENTENNIAL FLAG OF THE STATE OF MISSISSIPPI IN HONOR OF THE STATE'S BICENTENNIAL ON DECEMBER 10, 2017; TO ENCOURAGE ALL STATE AGENCIES, STATE INSTITUTIONS, LOCAL GOVERNMENTS, BUSINESSES AND CITIZENS TO FLY AND DISPLAY THE OFFICIAL BICENTENNIAL FLAG DURING THE YEAR 2017 AS PART OF THE CELEBRATION OF MISSISSIPPI'S BICENTENNIAL; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The following shall be codified as Section 3-3-16.1, Mississippi Code of 1972:

     3-3-16.1.  (1)  Mississippi was admitted to the United States as the 20th state of the Union on December 10, 1817, and the State of Mississippi will celebrate its bicentennial as a state on December 10, 2017.  In honor of the state's bicentennial, there is created an official bicentennial flag of the State of Mississippi, which shall have the following design:  The width is two-thirds (2/3) of its length; the field is white, with the Great Seal of the State of Mississippi as described in Section 3-3-42 in the center; in an arc above the Great Seal is the word "Bicentennial" in red capital letters; below the Great Seal are the years "1817- 2017" in red; and a vertical red bar is on the inner and outer edges of the flag, with each bar being one-fifth (1/5) the length of the flag.

     (2)  All state agencies, state institutions, local governments, businesses and citizens of the State of Mississippi are encouraged to fly and display the official bicentennial flag during the year 2017 as part of the celebration of Mississippi's bicentennial.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
