AN ACT TO CREATE THE "NO MONUMENTS TO ME ACT OF 2017"; TO PROHIBIT THE USE OF FEDERAL, STATE OR ANY OTHER SOURCE OF PUBLIC FUNDS FOR THE PURCHASE OR CONSTRUCTION OF REAL PROPERTY, INCLUDING STRUCTURES, BUILDINGS OR OTHER INFRASTRUCTURE, ERECTED MONUMENTS OR FOR A PROJECT OR PROGRAM NAMED FOR ANY LIVING INDIVIDUAL; TO REQUIRE THAT ANY INDIVIDUAL FOR WHOM A PUBLIC FACILITY, PROJECT OR MONUMENT IS NAMED TO HAVE BEEN DECEASED FOR A MINIMUM OF THREE YEARS; TO EXEMPT THE APPLICABILITY OF THIS ACT TO PROJECTS AUTHORIZED BEFORE JULY 1, 2017; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. This act shall be known and may be cited as the "No Monuments to Me Act of 2017."
SECTION 2. No federal, state or any other source of public funds shall be used for real property, including structures, buildings or other infrastructure, erected monuments or for a project or program named for any living individual, whether or not such individual has served in an elected office or in an official public capacity. An individual for whom any public real property is constructed or purchased or any monument erected and named in honor of shall have been deceased for a minimum of three (3) years before any public facility or monument is constructed, purchased or erected with the use of federal, state or any other source of public funds.
SECTION 3. Section 2 of this act shall not apply with respect to any project or program commenced, any real property or any monument named, prior to July 1, 2017, regardless of whether the authorization for such project or program or for the use of such real property has expired.
SECTION 4. This act shall take effect and be in force from and after July 1, 2017.
