AN ACT TO AUTHORIZE THE GOVERNING AUTHORITIES OF THE CITY OF WINONA, MISSISSIPPI, TO DESIGNATE A CERTAIN PORTION OF A FEDERAL HIGHWAY WITHIN THE CORPORATE LIMITS OF THE CITY AS A SCHOOL ZONE AND TO AUTHORIZE THE USE OF RADAR SPEED DETECTION EQUIPMENT WITHIN SUCH SCHOOL ZONE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  Notwithstanding the provisions of Section 63-3-515, Mississippi Code of 1972, the governing authorities of the City of Winona, Mississippi, is authorized to designate by resolution a portion of U.S. Highway 51 through the City of Winona from its intersection with the U.S. Highway 82 overpass South to the corporate limits of the city as the Highway 51 Radar Speed Detection School Zone.  The signage for the school zone designated under this act shall clearly state the following:

          (a)  The designated area of the school zone;

          (b)  The maximum legal rate of speed within the school zone; and

          (c)  The hours that the maximum legal rate of speed shall be enforced.

     (2)  In addition to subsection (1), the governing authorities through its municipal law enforcement officers may use radar speed detection equipment upon a portion of U.S. Highway 51 through the City of Winona from its intersection with the U.S. Highway 82 overpass South to the corporate limits of the city that is designated as the school zone.

     (3)  The powers conferred under this act shall be in addition and supplemental to any other powers granted under Section 63-3-519, Mississippi Code of 1972.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
