Senate Resolution 8

A RESOLUTION TO ADOPT SENATE RULE 39A TO PROVIDE THAT ONLY SENATORS, REPRESENTATIVES, SENATE STAFF, PUBLIC EMPLOYEES OR PRIVATE CITIZENS MAY BE RECOGNIZED TO PRESENT OR EXPLAIN LEGISLATION TO SENATE COMMITTEES.

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That the Senate Rules are amended by inserting the following Rule 39A:

     39A.  After a bill or resolution has been placed on a committee agenda, only a Senator or Representative, Senate staff member, public employee or private citizen who is not a registered lobbyist may be recognized by the Committee Chair to present or explain the bill or resolution to the committee.  This rule shall not prohibit a committee from conducting a hearing on pending legislation on another day and recognizing any person when the bill or issue in question will not be voted on by the committee.
