A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING CAPTAIN JAY TROCHESSET UPON RECEIVING THE INTERNATIONAL GAME FISH ASSOCIATION'S 2016 LEGENDARY CAPTAINS AND CREW AWARD.

     WHEREAS, on February 13, 2016, the International Game Fish Association Hall of Fame and Museum honored Captain Jay Trochesset with the Legendary Captains and Crew Award, recognizing his outstanding career in angling and as a charter boat captain; and

     WHEREAS, in order to be considered for this distinct honor, a captain must provide leadership in their trade and make meaningful contributions to the sport of recreational angling over an extended period of time; nominees must also demonstrate that he or she has espoused the ethical angling standards of the IGFA founders; and

     WHEREAS, Captain Trochesset was born to be a charter fisherman; his father, the late Captain J.P., with whom he began working on the Gay Jay at age 12 years old, learning the role of a deckhand for many years with his father, and after returning to the Gulf Coast from the University of Southern Mississippi, Captain Trochesset knew his true calling was life on the water; and

     WHEREAS, as a result of his innovation and many years of hard work, Captain Trochesset is highly regarded for bringing the first custom built catamarans to the area; earning his charter boat license in 1974, Captain Trochesset purchased his first boat, the Silver Dollar, and as business continued to grow he and his father spent three years building and designing the Silver Dollar I; and

     WHEREAS, throughout his 50 years of fishing, Captain Trochesset has overcome many hardships, dozens of hurricanes, the BP oil spill aftermath and incalculable regulatory restrictions; though faced with many challenges, Captain Trochesset continues to lead his profession forward, pioneering, innovating and sharing his love of game fishing with others; and

     WHEREAS, leading his trade in many capacities, Captain Trochesset is a charter member and past president of the Mississippi Charter Boat Captain's Association, a member in good standing in the Mississippi Gulf Fishing Banks Association, the National Association of Charter Boat Operators and the Biloxi Bay Chamber of Commerce; and

     WHEREAS, it is the policy of this Legislature to recognize and honor the accomplishments of individuals like Captain Trochesset, whose hard work and commitment as a charter boat captain has improved game fishing and brought honor to his community and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate Captain Jay Trochesset upon earning the distinction of the International Game Fish Association's Legendary Captains and Crew Award, and extend best wishes for continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Captain Jay Trochesset and to the members of the Capitol Press Corps.
