AN ACT TO PROVIDE THAT THE UNIVERSITY OF MISSISSIPPI MEDICAL CENTER, IN COLLABORATION WITH JACKSON STATE UNIVERSITY AND TOUGALOO COLLEGE, SHALL ESTABLISH THE DELTA CANCER RESEARCH INSTITUTE, WHICH SHALL BE LOCATED ON THE CAMPUS OF THE UNIVERSITY OF MISSISSIPPI MEDICAL CENTER; TO PROVIDE THAT THE PURPOSES OF THE INSTITUTE ARE TO ELIMINATE OR REDUCE THE HIGHER RATE OF CANCER INCIDENCE IN THE DELTA COUNTIES THROUGH RESEARCH, EDUCATION AND TRAINING; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The University of Mississippi Medical Center, in collaboration with Jackson State University and Tougaloo College, shall establish the Delta Cancer Research Institute, which shall be located on the campus of the University of Mississippi Medical Center.

     (2)  The purposes of the Delta Cancer Research Institute are to eliminate or reduce the higher rate of cancer incidence in the Delta counties of Mississippi through research, education and training, to promote techniques for increasing measures of prevention of cancer in those counties, and to improve access to and utilization of proven beneficial cancer interventions in those counties.

     (3)  The Delta Cancer Research Institute shall be funded by appropriations of the Legislature for a period of ten (10) years, with Eight Million Dollars being appropriated for fiscal year 2017 and Two Million Dollars being appropriated for each of the fiscal years 2018 through 2026.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2016.
