AN ACT MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF EDUCATION IN THE AMOUNT OF $360,000.00 TO BE DISTRIBUTED TO THE SMITH COUNTY SCHOOL DISTRICT FOR THE ESTABLISHMENT OF A COMPREHENSIVE DYSLEXIA THERAPY PROGRAM FOR STUDENTS IN GRADE 1 THROUGH GRADE 4 FOR THE FISCAL YEAR 2016.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The following sums, or so much of those sums

as may be necessary, are appropriated out of any money in the State General Fund not otherwise appropriated, subject to the conditions prescribed under subsection (2) of this section, to the State Department of Education to be distributed to the Smith County School District for fiscal year beginning July 1, 2015, and ending June 30, 2016 $360,000.00.

     (2)  The sums appropriated under subsection (1) shall be used for the establishment of a comprehensive dyslexia therapy program in the Smith County School District for students in Grade 1 through Grade 4.  However, of the total funds appropriated for fiscal year beginning July 1, 2015, and ending June 30, 2016, only One Hundred Eighty Thousand Dollars ($180,000.00) of those funds shall be used in Fiscal Year 2016, with the remaining balance of One Hundred Eighty Thousand Dollars ($180,000.00) to be deposited in the school district's maintenance fund and held inviolate, until such time as deemed appropriate by the superintendent of education of the Smith County School District during Fiscal Year 2017 for the program's support and administration.

     SECTION 2.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 3.  This act shall take effect and be in force from and after July 1, 2015.
