House Bill 1356

AN ACT TO AUTHORIZE AND DIRECT THE MISSISSIPPI TRANSPORTATION COMMISSION TO DECLARE THAT THE SPEED LIMIT ON CERTAIN SEGMENTS OF MISSISSIPPI HIGHWAY 550 BE 42 MILES PER HOUR IN HONOR OF PEYTON FLOWERS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  WHEREAS, Peyton Coleman Flowers, one of Mississippi's great children, was taken far too soon; and

     WHEREAS, Peyton was known not only as a great athlete, but a kind and gentle soul; and

     WHEREAS, the people of Lincoln County will never forget Peyton and the miracle that he has been on their lives:

     NOW, THEREFORE, The Legislature of the State of Mississippi is honored to commemorate Peyton Flowers so that the lives he has touched will forever remember his legacy.

     (2)  The Mississippi Transportation Commission, therefore, is hereby authorized and directed to declare that the posted speed limit on the following segments of Mississippi Highway 550 located outside of the Brookhaven, Mississippi, city limits, be forty-two (42) miles per hour in honor of the late Peyton Coleman Flowers:

     (a)  the segment beginning at the eastern most point of the school zone near Loyd Star Attendance Center and extending one (1) mile easterly; and

     (b)  the segment beginning at the western most point of the school zone near Loyd Star Attendance Center and extending one (1) mile westerly.

     (3)  The commission shall not be required to engage in an engineering or traffic investigation, nor shall it be required to make a determination that the current posted speed limit of the highway is greater than is reasonable or safe.  Appropriate signs giving notice of the adopted speed limit shall be erected upon order of the commission.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2015.
