AN ACT TO ESTABLISH THE STATEWIDE LAW ENFORCEMENT INCIDENT REPORT AND JAIL BOOKING SYSTEM TASK FORCE; TO PRESCRIBE THE MEMBERSHIP AND DUTIES OF THE TASK FORCE; TO REQUIRE THE TASK FORCE TO FILE A REPORT WITH THE LEGISLATURE ON OR BEFORE NOVEMBER 1, 2016; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) There is established the Statewide Law Enforcement Incident Report and Jail Booking System Task Force. The purpose of the task force is to support the expansion of the statewide Crash Reporting System and the statewide Domestic Violence Incident Reporting System, both operated through ReportBeam-Visual Statement, to include a Statewide Law Enforcement Incident Report and Jail Booking System.
(2) The task force shall be composed of the following members, who shall be appointed no later than August 1, 2015:
(a) A representative from the Mississippi Sheriffs' Association appointed by the president of the association;
(b) A representative from the Mississippi Police Chiefs' Association appointed by the president of the association;
(c) A representative from the Department of Public Safety appointed by the Commissioner of Public Safety;
(d) A representative from the Attorney General's Office appointed by the Attorney General;
(e) A representative from the Mississippi Bureau of Narcotics appointed by the director of the bureau;
(f) A representative appointed by the Governor;
(g) The Director of the Mississippi Law Enforcement Officers' Training Academy;
(h) A representative from the Mississippi Detention Officers' Association appointed by the president of the association;
(i) A representative of the Mississippi Association of Supervisors appointed by the president of the association;
(j) A representative of the Mississippi Prosecutor's Association appointed by the president of the association; and
(k) A representative of the Mississippi Municipal League appointed by the president of the league.
(3) The task force shall hold at least three (3) meetings before issuing its report and shall hold its first meeting no later than September 1, 2015, on the call of the representative of the Mississippi Sheriffs' Association or his designee. At its first meeting, the task force shall elect a chairperson and a vice chairperson from its membership and shall adopt rules for the transaction of business and keeping records. All meetings of the task force shall be open to the public and shall provide opportunities for input from representatives of any private or public entities that are involved with law enforcement incident reporting and jail booking systems. Notice of all meetings shall be given as provided in the Open Meetings Act.
(4) On or before November 1, 2016, the task force shall file a report with the Secretary of the Senate and the Clerk of the House of Representatives that includes the following:
(a) A plan for supporting the expansion of the statewide Crash Reporting System and the statewide Domestic Violence Incident Reporting System, both through ReportBeam-Visual Statement, to include a Statewide Law Enforcement Incident Report and Jail Booking System;
(b) The estimated costs of funding that expansion, including implementation, training, equipment and other associated costs, both at the state and local level;
(c) Any recommended legislation for consideration in the 2017 Legislative Session; and
(d) Any other issues related to the expansion deemed relevant by the task force.
(5) The task force shall be assigned to the Division of Public Safety Planning of the Department of Public Safety for administrative purposes only, and the Division of Public Safety Planning shall designate staff to assist the task force.
(6) This section shall stand repealed on July 1, 2017.
SECTION 2. This act shall take effect and be in force from and after July 1, 2015.
