AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO MICHAEL TODD MANUAL OF RANKIN COUNTY, MISSISSIPPI.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The right of suffrage is hereby fully and completely restored to Michael Todd Manual of Rankin County, Mississippi, who was disqualified as an elector as a result of his conviction of embezzlement in Forrest County, Mississippi, in 1999, was discharged from incarceration on November 18, 2006, and completed probation on September 17, 2008, having completed the penalty and any conditions imposed upon him for that conviction.  The Legislature has been reliably informed that he is now conducting himself as a law-abiding and honorable citizen in a good and lawful manner.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
