A CONCURRENT RESOLUTION SALUTING AND CONGRATULATING UNIVERSITY OF MISSISSIPPI MEDICAL CENTER'S DR. GARLAND "BO" HOLLOMAN FOR HIS CONTRIBUTIONS TO THE ADVANCEMENT OF MEDICINE AND THE PRESERVATION OF THE LIVES OF MISSISSIPPIANS.

     WHEREAS, the following three medical breakthroughs are all scientific advancements that originated at the University of Mississippi Medical Center forever changing the field of science and enhancing the lives of individuals the world over:  the nation's first lung and heart transplant, the first infant to be effectively cured of HIV in the United States, and the nationally recognized and comprehensive study of the relation between eating habits and childhood obesity; and

     WHEREAS, Dr. Garland H. "Bo" Holloman, a native of Clarksdale, Mississippi, has dedicated his life to the pursuit of the advancement of medicine for the betterment of his fellowman; and

     WHEREAS, in 2008 Dr. Holloman was asked to join the Hinds County Crisis Intervention task force at the request of Sheriff Malcolm McMillan after tragically, two mental health consumers had previously met their untimely demise at the hands of law enforcement officers within a two-month period; and

     WHEREAS, Sheriff McMillan stated that something drastic had to happen in order to prevent such future tragedies, and Dr. Holloman's diversified background in medicine and engineering provided the immeasurable and critical expertise needed to ensure the task force's success, and he ultimately guided the committee and effectively coauthored House Bill 1049, which became law, authorizing Crisis Intervention Teams statewide; and

     WHEREAS, today, in large part due to the volunteer efforts of Dr. Holloman, both members of the law enforcement community and mental health consumers are provided specialized protection and training to deal with crisis situations, the first successful effort of its kind in the State of Mississippi; and

     WHEREAS, former president of the American Association for Emergency Psychiatry, Dr. Scott Zeller, called upon Dr. Holloman to cochair a medical research project designed to create a new standard by which to evaluate and address patient agitation with respect to emergency services, and the study dubbed "Project Beta" took several years to complete and involved a multitude of professionals from diversified industries across the country; and

     WHEREAS, Dr. Zeller wrote, "I have collaborated with Dr. Holloman on several major projects, which have led to new worldwide guidelines and practices, which have dramatically improved care for the acutely mentally ill -- especially regarding the reduction of coercion in emergency room treatment.  His work has also led to a nationwide decrease in the use of physical restraints on psychiatric patients, as well as far lower occurrences of assaults and injuries.  Dr. Holloman is a remarkable individual whose work will touch millions of people, many who will never know that the quality care they received was due to his amazing contributions to medicine."; and

     WHEREAS, as of 2013, Project Beta is completed and is being implemented and will be further adopted in hospital emergency rooms and taught in universities around the world; and

     WHEREAS, it is the policy of this Legislature to commend such remarkable and influential Mississippians such as Dr. Holloman, who has bettered the lives of the people of this great state:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby salute and congratulate renowned medical doctor, Dr. Garland H. "Bo" Holloman, upon his execution of a lifetime of works that have advanced the field of medicine and enhanced the lives of Mississippians and individuals around the world, and extend best wishes for continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Dr. Garland Holloman, the University of Mississippi Medical Center and to the members of the Capitol Press Corps.
