AN ACT TO AUTHORIZE AND DIRECT THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING AND THE MISSISSIPPI COMMUNITY COLLEGE BOARD TO DEVELOP AND IMPLEMENT ARTICULATION AGREEMENTS AND POLICIES ALLOWING STUDENTS TO TRANSFER BETWEEN PROGRAMS AND INSTITUTIONS WITHOUT LOSS OF CREDIT; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The Board of Trustees of State Institutions of Higher Learning and the Mississippi Community College Board shall jointly promulgate regulations providing articulation agreements and policies to allow students to (a) transfer from program to program within a university or community college, or (b) transfer from university to university, from community college to university, from community college to community college or from university to community college, without loss of course credit and with a minimum of duplicated process time.

     (2)  Articulation agreements and policies adopted to accomplish the objective of subsection (1) of this section shall include the following minimum standards:

          (a)  Common course numbering at all Mississippi universities and community colleges; and

          (b)  Common certificate and major curriculum tracts at all Mississippi universities and community colleges.

     (3)  The requirements of this section shall be applicable to students entering Mississippi universities and community colleges in the fall semester 2014.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2013.
