A CONCURRENT RESOLUTION COMMENDING THE LIFE, LEGACY AND PUBLIC SERVICE OF ENTERPRISE POLICE CHIEF RANDY JUNIOR BOYKIN AND EXPRESSING DEEPEST SYMPATHY TO HIS FAMILY AND FRIENDS UPON HIS PASSING.

     WHEREAS, "To everything there is a season, and time to every purpose under the heaven," and as such, the grand architect of the universe, the immaculate author and finisher of our soul's destiny, has summoned the mortal presence of dearly beloved, Chief Randy Junior Boykin, to eternal rest, as he has made life's final transition from earthly travailing to heavenly reward, rendering great sorrow and loss to his family and friends; and

     WHEREAS, the Enterprise Community lost a wonderful friend, community pillar and devoted peoples' servant on Tuesday, March 19, 2013, with the passing of Chief Boykin, whose life's presence was summoned before the heavenly court while serving his community and state as a sworn officer of the law in the performance of his duties; and

     WHEREAS, an individual with an extended record in law enforcement, Chief Boykin began his affiliation with law enforcement in 1992, when he worked part time as a deputy with the Clarke County Sheriff's Department, before being hired in a full-time capacity in 1995 as a dispatcher, who received his professional certification with the Clarke County Sheriff's Department in 1999; and

     WHEREAS, Chief Boykin's tenure to uphold the laws of the state while serving and protecting its citizens continued to progress as he transitioned from sheriff's dispatcher to full-time officer with the Enterprise Police Department in November of 2000, which qualified him for training with the Mississippi Law Enforcement Officers of Training Academy, where he received his certificate of training in standardized field sobriety testing in March 2001, GED in 2001 and professional certificate of law enforcement in November 2001 after successfully completing the academy; and

     WHEREAS, an accurate shot, Chief Boykin completed the firearms course with scores of 100%, and on May 25, 2003, he left the Clarke County Sheriff's Department for a brief moment before returning in a part-time capacity as deputy on October 1, 2004, a period during which he acquired his permit to conduct breath analysis from the Mississippi Department of Public Safety in August 2004; and

     WHEREAS, ever the servant of mankind, Chief Boykin did not limit his service to law enforcement alone, as he also worked in various capacities and areas throughout Clarke County, including:  serving as a charter member of the DeSoto Volunteer Fire Department from 1983 to 1995; one of the first emergency medical responders in the county; and was a member and commander of the Clarke County Rescue Squad for a number of years; and

     WHEREAS, Chief Boykin, who served with the Enterprise Police Department for 13 years, was directing school traffic when he sustained the injury after being struck by a vehicle, which resulted in his untimely demise; and

     WHEREAS, a hard worker by design, Chief Boykin was known for the respect he demonstrated toward everyone with whom he came into contact, and the respect given and service rendered as a fallen officer bestowed the posthumous honor of having his procession escorted by the Patriot Guard Riders, who also provided a United States Flag line for the visitation and staging of the memorial services commemorating his life and final resting interment at which an United States Honor Flag was presented to his family; and

     WHEREAS, though he has traversed the river of life to now stand upon the celestial shores of heaven, the legacy of Chief Boykin's memory, which if put to music, would be a majestic symphonic masterpiece composed by the Holy Trinity, will continue to refresh the hearts and fond memories of his beloved survivors:  wife, Sandra Boykin; daughters, Amy Smith (Marcus) and Jennifer Pugh (Scottie); mother, Doris Boykin; grandchildren, Kayla, Amber, Emma and Robin Smith; sister, Diane Baker; brothers, Mike and Phillip Boykin; and a host of other relatives, friends and colleagues; and

     WHEREAS, it is the policy of this Legislature to acknowledge the selflessness of an individual of Chief Boykin's esteemed caliber who was devoted to a life of service and who left an indelible imprint on the lives of all he encountered through both his professional and Christian service:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby mourn the loss and commemorate the life, legacy and public service of Enterprise Police Chief Randy Junior Boykin, to whose family we express sincere and deepest sympathy upon the occasion of his passing.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Chief Randy Junior Boykin and to the members of the Capitol Press Corps.
