AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE FUNDS AND/OR BUDGET CONTINGENCY FUNDS TO DEFRAY THE EXPENSES OF THE OFFICE OF STATE AID ROAD CONSTRUCTION OF THE MISSISSIPPI DEPARTMENT OF TRANSPORTATION FOR FISCAL YEARS 2013 AND 2014; THE DEPARTMENT OF FINANCE AND ADMINISTRATION FOR FISCAL YEARS 2013 AND 2014; DEPARTMENT OF INSURANCE FOR FISCAL YEARS 2013 AND 2014; AND THE MISSISSIPPI DEVELOPMENT AUTHORITY FOR FISCAL YEAR 2013; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the State Treasury to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Office of State Aid Road Construction of the Mississippi Department of Transportation, for the period beginning upon the passage of this act and through June 30, 2014

............................................. $   20,000,000.00.

     This additional appropriation is made for the purpose of providing funds for the Local System Bridge Replacement and Rehabilitation Fund created under Section 65-37-13, Mississippi Code of 1972.

SECTION 2.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the State Treasury to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Finance and Administration, acting through the Bureau of Building, Grounds and Real Property Management, for the period beginning upon the passage of this act and through June 30, 2014........... $   26,000,000.00.

     This additional appropriation is made for the purpose of providing the funds necessary to authorize the expenditure of funds for construction and/or repair and renovation projects at various state agencies and institutions as allocated herein:

Institutions of Higher Learning (IHL), for the replacement of "F" rated roofs at IHL campuses statewide........ $   11,000,000.00,

Jackson State University (JSU), for the waterproofing of the Administration Tower............................. $1,000,000.00,

Community and Junior Colleges (CJC), for the replacement of "F" rated roofs at CJC campuses statewide.................. $5,000,000.00,

Department of Mental Health (DMH), for the replacement of roofs at DMH................................................. $4,000,000.00,

Miscellaneous Agencies, for the replacement of roofs at any other qualified agencies statewide..................... $5,000,000.00.

SECTION 3.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary is appropriated out of any money in the State Treasury to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Finance and Administration, for the period beginning upon the passage of this act and through June 30, 2014............................................ $22,000,000.00.

     This additional appropriation is made for the purpose of providing the funds necessary to continue the operations of the MAGIC project, the State's primary data processing system for tracking, managing, and reporting critical financial information.

SECTION 4.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary is appropriated out of any money in the State Treasury to the credit of the Budget Contingency Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Insurance for the Rural Fire Truck Acquisition Assistance Program, for the period beginning upon the passage of this act and through June 30, 2014.... $3,000,000.00.

SECTION 5.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary is appropriated out of any money in the State Treasury to the credit of the Budget Contingency Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority, for the period beginning upon the passage of this act and through June 30, 2014

................................................. $1,600,000.00.

     This additional appropriation is made for the purpose of providing the funds necessary to defray the costs of the Cleveland Music Foundation for the GRAMMY Museum in Cleveland, Mississippi.

     SECTION 6.  The money herein appropriated shall be paid by the State Treasurer out of any money in the State Treasury to the credit of the proper fund or funds as set forth in this act, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers, in the manner provided by law.

     SECTION 7.  This act shall take effect and be in force from and after its passage.
