AN ACT TO REQUIRE THE SECRETARY OF STATE TO CONDUCT A STUDY ON THE FEASIBILITY OF ALLOWING STUDENTS WHO ARE REGISTERED VOTERS WHO ARE ATTENDING SCHOOL OUTSIDE THE COUNTY IN WHICH THEY ARE REGISTERED, TO VOTE IN ANY ELECTION HELD IN THIS STATE FROM THE LOCATION WHERE THEY ARE ATTENDING SCHOOL THROUGH THE USE OF THE INTERNET; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The Secretary of State shall conduct a study on the feasibility of allowing students who are registered voters who are attending school outside the county in which they are registered, to vote in any election held in this state from the location where they are attending school through the use of the Internet.  In conducting the study, the Secretary of State shall consider voter identification and ballot security issues in addition to other considerations.  The Secretary of State shall file a report regarding his findings with the Secretary of the Senate and the Clerk of the House of Representatives by not later than December 31, 2012.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
