AN ACT TO AUTHORIZE THE BOARD OF SUPERVISORS OF HINDS COUNTY, MISSISSIPPI, TO AUTHORIZE THE BOARD OF DIRECTORS OF THE HINDS COUNTY HUMAN RESOURCE AGENCY TO EXERCISE CERTAIN POWERS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The Board of Supervisors of Hinds County, Mississippi, may, in its discretion, authorize the Board of Directors of the Hinds County Human Resource Agency to exercise the following powers:

          (a)  To establish and operate a nonprofit entity, including through incorporation under the nonprofit laws of this state, for the purpose of soliciting contributions, raising funds and engaging in development activities in support of the activities and services performed by the Hinds County Human Resource Agency which include, but are not limited to, Head Start, Early Head Start, energy assistance, home delivered meals, congregate meals, housing assistance, education assistance, employment assistance, retired and senior volunteer service programs and rural/senior transportation;

          (b)  To acquire by gift, purchase, devise, lease or any other mode of acquisition, hold and dispose of real and personal property of every kind;

          (c)  To contract with and/or enter into agreements with the United States of America, or any agency of the United States of America, the State of Mississippi, or any political subdivision of the State of Mississippi, or any agency, commission, authority, board or any entity thereof, or any municipality or municipalities, for loans, grants, grants-in-aid, and other forms of assistance in order to extend its services to areas beyond the boundaries of Hinds County to improve the delivery of services to, and the provision of benefits for, services to eligible citizens  residing outside of Hinds County;

          (d)  To make and enter into contracts, conveyances, mortgages, deeds of trust, bonds or leases; and

          (e)  To incur debts, borrow money, and to provide for the rights of holders thereof.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
