Senate Concurrent Resolution 622

A CONCURRENT RESOLUTION ACKNOWLEDGING AND COMMENDING JOSEPH STOGNER OF SANDY HOOK FOR HIS OUTSTANDING LEGISLATIVE RECORD AND DEDICATED PUBLIC SERVICE TO THE PEOPLE OF THE STATE OF MISSISSIPPI.

     WHEREAS, in 2003, Joseph T. (Joe) Stogner, a respected tree farmer from Sandy Hook, Mississippi, completed four terms of outstanding and dedicated service as a member of the Mississippi Senate, representing Lamar, Marion, Pearl River and Walthall Counties; and

     WHEREAS, in Joe Stogner, the residents of South Central Mississippi were served by an honest, dependable State Senator with many years of legislative experience and unquestioned integrity; and

     WHEREAS, Senator Stogner was an active dairy farmer and is presently a tree farmer, bringing much expertise to the field of agriculture and property management; he served as Chairman of the Agriculture Committee in the Senate where he championed legislation to assist emerging crops and add value to Mississippi products; he supported legislation to assist our veterans; he brought leadership to the Senate Rules Committee where he supported the modernization of Senate operations; he served with distinction on virtually every other Senate Committee, including Appropriations, Corrections, Forestry, Highways and Transportation, Public Utilities, Reapportionment and Redistricting, Rules, and Wildlife, Fisheries and Parks; and

     WHEREAS, prior to his service in the Mississippi Senate, Joe Stogner was with the U.S. Department of Agriculture Soil and Water Conservation District in Mississippi from 1962-1967, and an employee of Dairymen, Inc., a co-op of dairy farmers.  At one time there were 8,600 dairy farmers in the Southeast and Joe's co-op assisted dairy farmers in their operations in Mississippi, Alabama and Louisiana.  From 1976-1986, Joe operated his own dairy farm and "milked cows until the government bought me out."  In 1986, Joe put 460 acres into pine trees and he is an active tree farmer to this day; and

     WHEREAS, Joe continues to be very active in his community in civic, professional and charitable associations and has been an effective spokesman for our state in the following organizations:  Jaycees, Chamber of Commerce, Lions Club, Cattlemen's Association, Mississippi Farm Bureau, Mississippi Forestry Association and Ducks Unlimited; and

     WHEREAS, Joe was born on April 13, 1939, in Dexter, Mississippi; he attended Dexter High School and the University of Southern Mississippi; he is active in the Baptist Church and is married to the former Mary Jane Thomas and his children are Michael and Debera; and

     WHEREAS, the members of the Legislature wish to express sincere appreciation to Joe for his many outstanding accomplishments and record of dedicated public service:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend our friend and colleague Joseph (Joe) Stogner for his legacy of public service in the Mississippi Senate and his contributions to the people of the State of Mississippi.

     BE IT FURTHER RESOLVED, That this resolution be presented to Joe Stogner and his family and be made available to the Capital Press Corps.
