A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING FORMER REPRESENTATIVE JIM NUNNALLY UPON HIS RECEIPT OF THE MISSISSIPPI PRIMARY HEALTH CARE ASSOCIATION "2009 EXECUTIVE DIRECTOR OF THE YEAR" AWARD.

     WHEREAS, the Mississippi Primary Health Care Association (MPHCA) Board of Directors honored its President, James D. Nunnally, as the "2009 Executive Director of the Year" during MPHCA's 23rd Annual Conference held in June of 2009, at the Mid-South Convention Center and Harrah's Tunica located in Robinsonville, Mississippi; and

     WHEREAS, in addition to serving as MPHCA's Board President, former Mississippi Representative Nunnally has also served for the past 22 years as Executive Director of North Mississippi Primary Health Care, Inc., headquartered in Ashland and operating health centers in Ashland, Booneville, Corinth, Ripley and Walnut, Mississippi.  Formerly known as North Benton County Health Care, the group of five health centers offers quality, comprehensive, preventive and primary health care services to the citizens of Northeast Mississippi, including the underserved and indigent who are most in need of a health care home; and

     WHEREAS, Mr. Nunnally was chosen by his peers, the Executive Directors/CEOs of MPHCA's other 20-member Community Health Centers (CHCs), as the recipient of the 2009 Executive Director of the Year award which is given annually in recognition of outstanding service to MPHCA and to the citizens and communities served by the director's Community Health Center.  In his award nomination, Mr. Nunnally was recognized for his insight and dedication, as well as his leadership at North Mississippi Primary Health Care which has seen great improvements, including the addition of delivery sites, an increase in the number of clinical and nonclinical staff providing services, and a ten-fold budget increase during his tenure.  This award recognized his efforts in support of MPHCA's mission to eliminate health disparities and to provide a quality, comprehensive, health care home for all Mississippians, and in recognition of his service to the people of Northeast Mississippi, especially the uninsured, underinsured and indigent, who have sought health care services at North Mississippi Primary Health Care, Inc.; and

     WHEREAS, in addition to serving as Executive Director of North Mississippi Primary Health Care, Inc., and as the President of MPHCA's Board of Directors, Mr. Nunnally has also given of his time and talents to improve the lives of those in his local community where he is a member and past President of the Ripley Rotary Club, a member of Dumas Lion's Club, and an elder in the Ripley Church of Christ; and

     WHEREAS, Mississippi Primary Health Care Association is a membership organization representing 21 Community Health Centers (CHCs) in the state and other community-based health care providers.  MPHCA is a nonprofit, 501(c)(6) organization that represents the interest of its members in a statewide effort to improve access to health care for the medically-underserved and indigent populations of Mississippi.  MPHCA also provides a variety of services to its members, including assistance with recruitment of health care professional, education and training activities, technical assistance, and national and state-based advocacy; and

     WHEREAS, Mr. Nunnally served as a Representative in the Mississippi Legislature for 16 years, from 1972 to 1988.  He represented the people of Benton and Tippah Counties during his tenure in what is currently House District 4; and

     WHEREAS, Mr. Nunnally, a former school teacher, is an Elder at the Ripley Church of Christ and has been married to his wife, Betty Jo (Michael) for 42 years.  They have one son, Miles David Nunnally, and one grandson, James David Nunnally, II; and

     WHEREAS, it is with great pride that we recognize the leadership and civic contributions of this Mississippian who is respected by his peers and by the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate former Representative Jim Nunnally of Ashland, Mississippi, upon his receipt of the Mississippi Primary Health Care Association "2009 Executive Director of the Year" award, and extend to him and his family our best wishes on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Jim Nunnally, forwarded to the Mississippi Primary Health Care Association and made available to the Capitol Press Corps.
