AN ACT TO REQUIRE THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO PLACE A MORATORIUM ON THE ACQUISITION OF ANY REAL PROPERTY WITHIN THE CITY OF JACKSON, MISSISSIPPI, AND TO PROHIBIT THE RELOCATION OF ANY STATE AGENCY LOCATED WITHIN THE CITY OF JACKSON, MISSISSIPPI, TO ANY LOCALITY OUTSIDE THE CITY OF JACKSON, MISSISSIPPI; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) Notwithstanding any laws of the State of Mississippi to the contrary, beginning on the date of passage of this act, the Department of Finance and Administration, including the Public Procurement Review Board, shall place a moratorium on the acquisition of any real property within the City of Jackson, Mississippi, and shall prohibit the relocation of any state agency currently located within the City of Jackson, Mississippi, to any locality outside the City of Jackson, Mississippi.
(2) The Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) shall conduct a study of the impact the lifting of the moratorium provided in subsection (1) would have on state government and the City of Jackson, and shall report the findings of its study no later than January 1, 2011. The Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) shall also establish guidelines for the development of a policy regarding the state's approach to the location and utilization of office space within the City of Jackson, Mississippi.
(3) The provisions of this section shall stand repealed from and after July 1, 2011.
SECTION 2. This act shall take effect and be in force from and after its passage.
