     AMEND on line 31 by inserting the following after the period: 

In cases where the work is being lawfully conducted outside the United States of America, the utilization of workmen and laborers shall be in strict compliance with the laws of the country in which the work is conducted.

     FURTHER, amend on line 39 by inserting the phrase:  "A knowing or willing" before the word "failure".
