AN ACT TO CREATE AS STUDY COMMITTEE ON THE POTENTIAL STATE REGULATION OF PRIVATE SECURITY IN THE STATE OF MISSISSIPPI; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is created a study committee on the potential of regulation of private security in Mississippi.  The study committee shall study the size and scope of private security in Mississippi and make recommendations regarding the need for and means of state regulation of private security to provide for public safety and confidence in the private security services.  The committee shall report to the Legislature no later than January 2, 2008.

     (2)  The study committee shall consist of the following members:

          (a)  One (1) member of the House Judiciary B Committee appointed by the Speaker of the House;

          (b)  One (1) member of the Senate Business and Financial Institutions Committee, appointed by the Lieutenant Governor;

          (c)  The Commissioner of the Department of Public Safety, or his designee;

          (d)  One (1) member appointed by the Mississippi Association of Chiefs of Police;

          (e)  One (1) member appointed by the Mississippi Sheriffs Association;

          (f)  One (1) member appointed by the Mississippi Manufacturers Association;

          (g)  One (1) member from a private security company operating in the State of Mississippi with membership in and appointed by the National Security Company Organization;

          (h)  The President of the South Mississippi Chapter of ASIS, or his designee;

          (i)  The President of the Central Mississippi Chapter of ASIS, or his designee;

     (3)  (a) Appointments shall be made within thirty (30) days of the effective date of this act.

          (b)  The Commissioner of the Department of Public Safety, or his designee, shall serve as chairman of the study committee.

     (4)  Legislative members shall be entitled to per diem as provided in Section 25-3-69 and travel expenses as provided in Section 25-3-41 as authorized for committee meetings when the Legislature is not in session.

     (5)  Any department, division, board, bureau, commission or agency of the state or any political subdivision thereof shall, at the request of the chairmen of the study committee, provide such assistance that will enable the study committee to properly carry out its duties.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
