     AMEND by striking the language after the period on line 63 through the period on line 71.

     AMEND by striking the language on line 510 and by inserting the following:

; however, the additional face value of stamps purchased to comply with taxes imposed by Section 27-69-31 after June 1, 1985, and prior to July 1, 2006, shall be subject to a four percent (4%) discount or compensation to dealers for their services rather than the eight percent (8%) discount or compensation allowed by this section, and the additional face value of stamps purchased to comply with taxes imposed by Section 27-69-31 on or after July 1, 2006, shall be subject to a one percent (1%) discount rather than the eight percent (8%) discount or compensation allowed by this section.  The

     FURTHER, AMEND the title to conform.
