     AMEND FURTHER on line 28 by striking "coastal area" and inserting in lieu thereof "the State of Mississippi"

     AMEND FURTHER the title on lines 3 and 4 by striking "HANCOCK, HARRISON OR JACKSON COUNTIES" and by inserting in lieu thereof "THE STATE OF MISSISSIPPI"
