A CONCURRENT RESOLUTION COMMENDING THE CAREER, LEADERSHIP AND SERVICE TO HIGHER EDUCATION IN MISSISSIPPI OF DR. IVORY PAUL PHILLIPS, DEAN OF THE COLLEGE OF EDUCATION AND HUMAN DEVELOPMENT AT JACKSON STATE UNIVERSITY, ON THE OCCASION OF HIS RETIREMENT.
WHEREAS, Dr. Ivory Paul Phillips, longtime educator, Professor of Social Studies, President of the Faculty Senate and Dean of the College of Education and Human Development at Jackson State University, has announced his retirement; and
WHEREAS, in 1968, he joined the faculty at Jackson State University in the Social Studies Department. During this time, he began a long and distinguished career representing the students, faculty and administrative concerns of Jackson State University. Through hard work, dedication and honesty, he earned the respect of university administrators and government leaders at the local and state level. Under his leadership, numerous programs of extreme value to Jackson State University have been implemented. He has been a well-recognized champion for Jackson State University and has often been called upon to provide testimony, and make presentations and recommendations on behalf of the university. He is a trusted friend of higher education and government in the State of Mississippi; and
WHEREAS, Phillips was born in Rosedale, Mississippi, on August 14, 1942. He attended Rosedale Negro Elementary and Junior High School and graduated from Rosedale High School as Valedictorian in 1960. He is married to JoAnn Phillips and the father of three children and four grandchildren; and
WHEREAS, he earned a Bachelor of Science Degree, Magna Cum Laude, in Education from Jackson State University, an M.A.T. Degree from California State University of Los Angeles, and a Ph.D. Degree in Social Studies from the University of Washington; and
WHEREAS, Dr. Phillips served as a Teacher and Chairman of the Department of Social Studies at Immaculate Conception High School in Clarksdale, Mississippi, from 1964-1968. In 1968, Dr. Phillips began his tenure at Jackson State University where he has served as an Instructor of Social Studies, Professor of Social Science Education and Dean of the College of Social Science Education, Compliance Officer for the College of Education, Associate Dean of the College of Education and Human Development and Dean of the College of Education and Human Development, Faculty Senate Representative, and Faculty Senate President; and
WHEREAS, Dr. Phillips has served as a writer for the Jackson Advocate for 28 years; and
WHEREAS, Dr. Phillips has been listed in the following honorary publications: Who's Who Among Students in Universities and Colleges; Outstanding Young Men in America in 1973 and 1975; Directory of American Scholars; Leaders in Black America; and Directory of International Scholars; and
WHEREAS, Dr. Phillips has earned membership in the following honorary societies: Alpha Kappa Mu National Honor Society, Sigma Rho Sigma Social Science Honor Society and Phi Kappa Phi Honor Society; and
WHEREAS, Dr. Phillips received the Star Teacher Award in 1967-1968, Teacher of the Year in 1991, Malcolm X Human Rights Award in 1995, Drum Major for Justice Award in 1997, and was named Alumnus of the Year in 1998; and
WHEREAS, it is with great pride that we recognize the career of this model Mississippi educator who has provided strong leadership and service to higher education in Mississippi and laid a strong foundation for the future of Jackson State University: NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend the career, leadership and service to higher education in Mississippi of Dr. Ivory Paul Phillips, Dean of the College of Education and Human Development at Jackson State University, upon the occasion of his retirement, and we extend to him and his family the best wishes of the Legislature in his future endeavors.
BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Phillips, forwarded to the President of Jackson State University, the Board of Trustees of State Institutions of Higher Learning and be made available to the Capitol Press Corps.
