A CONCURRENT RESOLUTION PROPOSING TO AMEND THE MISSISSIPPI CONSTITUTION OF 1890 BY ADDING A NEW SECTION PROHIBITING EACH HOUSE OF THE LEGISLATURE AND COMMITTEES FROM MEETING BETWEEN THE HOURS OF 8:00 P.M. AND 6:00 A.M. WITHOUT PRIOR APPROVAL BY 3/4 OF THE ELECTED MEMBERSHIP; AND FOR RELATED PURPOSES.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI, That the following amendment to the Mississippi Constitution of 1890 is proposed to the qualified electors of the state:
Amend the Mississippi Constitution of 1890 by adding a new section to read as follows:
Section __. No house of the Legislature may meet between the hours of 8:00 p.m. and 6:00 a.m. without prior authorization by a vote of at least three-fourths of the elected members of that house. No committee may meet between the hours of 8:00 p.m. and 6:00 a.m. without prior authorization by a vote of at least three-fourths (3/4) of the elected members of the house of the committee.
BE IT FURTHER RESOLVED, That this amendment shall be submitted to the qualified electors at an election to be held on the first Tuesday after the first Monday of November 2006, as provided by Section 273 of the Constitution and by law.
BE IT FURTHER RESOLVED, That the explanation of this proposed constitutional amendment for the ballot shall read as follows: "This amendment prohibits both houses of the Legislature and legislative committees from meeting between the hours of 8:00 p.m. and 6:00 a.m. without prior authorization by a vote of at least three-fourths of the elected members of that house."
