AN ACT TO REQUIRE THE MISSISSIPPI BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING, IN CONSULTATION WITH THE ADMINISTRATORS OF THE STATE INSTITUTIONS OF HIGHER LEARNING, TO ADOPT GUIDELINES AND POLICIES FOR PROVIDING LAWFUL INFORMATION REQUESTED BY THE FBI, CIA, INS, THE OFFICE OF HOMELAND SECURITY AND ANY OTHER FEDERAL AGENCY IN CONNECTION WITH ANTITERRORISM INVESTIGATIONS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The Mississippi Board of Trustees of State Institutions of Higher Learning, in consultation with the administrators of each state institution of higher learning, shall adopt guidelines and policies no later than December 1, 2006, as may be necessary to provide all lawful information requested by the Federal Bureau of Investigation, the Central Intelligence Agency, the Immigration and Naturalization Service, the Office of Homeland Security and any other federal agency in connection with any antiterrorism investigations.  The guidelines and policies shall include requiring each state institution of higher learning to verify and report the status of all foreign students, as required by the Immigration and Naturalization Service or any other federal agency. 

     (2)  The administrators of each state institution of higher learning shall cooperate with and provide, in an immediate manner, all lawful information requested by the Federal Bureau of Investigation, the Central Intelligence Agency, the Immigration and Naturalization Service, the Office of Homeland Security and any other federal agency in connection with antiterrorism investigations. 

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2006.
