     AMEND on lines 35 and 36, 136 and 137, 236 and 237, 325 and 326, 386 and 387, and 442 and 443 by deleting the words "have not voted to prohibit" and inserting in lieu thereof the words "have voted to allow"

     AMEND FURTHER the title on lines 5 and 6 by deleting the words "HAS NOT BEEN PROHIBITED" and inserting in lieu thereof the words "HAS BEEN ALLOWED"
