     AMEND by inserting the following new section after Section 9 and renumbering:

SECTION 10.  The following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the State General Fund not otherwise appropriated, to the State Department of Agriculture and Commerce, for the purpose of making incentive payments to producers of ethanol utilizing Mississippi-produced agriculture commodities under the provisions of Section 69-51-5, Mississippi Code of 1972, for the fiscal year beginning July 1, 2005, and ending June 30, 2006... $ 500,000.00.
