     Amend by striking the deletion marks and the word "If" on line 137 and inserting in lieu thereof the following:

If any proceeds of bonds issued for projects related to the Meridian Naval Auxiliary Air Station ("NAAS") are used for the development of a water and sewer service system by the City of Meridian, Mississippi, to serve the NAAS, and if the City of Meridian annexes, prior to July 1, 2010, any of the territory served by the water and sewer service system, the city shall repay the State of Mississippi the amount of all bond proceeds expended on any portion of the water and sewer service system project; and if
