     AMEND online 82 by inserting the following language after the period:  However, the Department of Finance and Administration, shall consider any federal government payments that are received by a lessee, and such payments shall be factored into the lease agreement before such agreement is entered into by the state and such lessee.  In addition, the Department of Finance and Administration shall conduct a cost-benefit analysis with respect to such federal government payments as compared to the terms of any proposed lease, and such analysis must weigh in favor of the best interests of the taxpayers of the state before such proposed lease may be approved.
