Senate Resolution 2

A RESOLUTION AMENDING SENATE RULE NO. 50 TO PROVIDE THAT AN EXECUTIVE SUMMARY SHALL BE PREPARED FOR ANY CONFERENCE REPORT WHICH CONTAINS AMENDMENTS NOT INCLUDED IN THE BILL AS IT PASSED EITHER HOUSE.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That Senate Rule No. 50 is amended to read as follows:

50. When a bill is sent to conference, only matters in disagreement between the Houses are subject to consideration by the conference committee. However, when one House strikes out of a bill all after the enacting clause and inserts new germane text as an amendment thereto, the conferees may disregard the text of the original bill and the amendment and exercise wide discretion in the incorporation of germane text and may even report a new bill on the germane subject matter of the original bill. However, the conferees shall prepare an executive summary of any conference report which contains amendments which are not included in the bill as it passed the House of origin or in an amendment by the other House, and such summary shall be distributed to the Senate prior to the consideration of the conference report.
