House Resolution 78

A RESOLUTION COMMENDING THE MANY YEARS OF OUTSTANDING AND DEDICATED LEGISLATIVE SERVICE OF BOBBY MOODY TO THE PEOPLE OF THE STATE OF MISSISSIPPI.

     WHEREAS, Bobby Moody, a former member of the Mississippi House of Representatives with 20 years of legislative service as a member from District 43, which includes Kemper, Noxubee and Winston Counties, has been hailed a champion of citizens' health issues throughout the State of Mississippi; and

     WHEREAS, currently the Deputy Director of Administration with the Division of Medicaid, Mr. Moody was first elected to the House of Representatives in 1984, where he committed himself to the service of the people of this great state until his 2004 gubernatorial appointment to the Division of Medicaid by Governor Haley Barbour; and

     WHEREAS, a native of Louisville and life-long resident of Winston County, Mr. Moody attended Nanih Waiya High School and East Central Junior College and owns several agricultural enterprises in Winston County; and

     WHEREAS, the talents and abilities of Mr. Moody were recognized by the legislative leadership as evidenced by his appointment to serve as Chairman of the House Public Health and Welfare Committee in 1992, which he led with distinction until his appointment as Chairman of the Forestry Committee in 2004; and

     WHEREAS, championing the cause for Mississippians with disabilities and working tirelessly on their behalf in his capacity as Chairman of the Public Health and Welfare Committee, Mr. Moody, in addition to his other legislative duties, also served on the Appropriations, Congressional Redistricting, Legislative Reapportionment, Conservation and Water Resources, Forestry, Insurance, Interstate Cooperation, Legislative Budget, Ways and Means, Medical Care Advisory and Department of Human Services Oversight Committees; and

     WHEREAS, recognized as a statewide leader in efforts to help the needy and those with disabilities, particularly mental illness and mental retardation, Mr. Moody was and still remains an avid proponent of mental health awareness and education; and

     WHEREAS, known by his colleagues as an able and dedicated legislator who effectively represented the citizens of his district and state, Mr. Moody has been honored by several state health and mental health institutions as "Legislator of the Year" in addition to being named as recipient of the Mary S. Baker Award by the Rehabilitation Association of Mississippi; and

     WHEREAS, Mr. Moody's leadership abilities have been recognized nationally, as evidenced by his serving as Vice Chairman of the Human Resources Committee and member of the Infant Mortality Task Force to the Southern Legislative Conference (SLC) of the Council of State Governments; and

     WHEREAS, known as a "Gentleman Statesman" who possesses a congenial nature, the ability to listen effectively and a good sense of humor, Mr. Moody authored legislation during his tenure that greatly improved fire protection, health care and education, and undertook key positions to assist children and youth with serious emotional disturbances and behavioral disorders; and

     WHEREAS, in addition to his career as a successful businessman and statesman, Mr. Moody has been a faithful member of the Goodhope Baptist Church, where he serves as a deacon, as well as a devoted husband to the former Ann Crowson; father of two children, Robin Fulton and Robert Moody, Jr.; and grandfather of two grandchildren, Blake and Anna Fulton, who have supported him in all of his endeavors; and

     WHEREAS, Mr. Moody has been a central figure in helping shape a brighter future for the disabled and less capable citizens of Mississippi, and continues his dedicated service to the people of the State of Mississippi in need of a champion for their cause:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That we do hereby commend the exceptional and distinguished legislative service of Mr. Bobby Moody for his unmatched contributions and express our deep appreciation to him for the hard work and many sacrifices he has made to serve the people of the State of Mississippi in the House of Representatives.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Bobby Moody and to the members of the Capitol Press Corps.
